Continuous improvement of regional innovation systems – Evaluation of regional technology transfer systems

The development and implementation of regional innovation strategies is no single-shot activity. In fact a follow-up in form of continuous monitoring of the impact on the regional innovation system is required and further improvements of the implemented strategy are necessary, in order to spend public money more effectively and efficiently.

IDEUM accompanies this Continuous Improvement Process (CIP), always geared to the firms’ needs for innovation support and aiming at strengthening their competitiveness.

The continuous improvement process requires corresponding measurement methods enabling the responsible authorities and development agencies to assess improvements of the CIP, to develop new appropriate instruments of innovation policy and to improve already well-proven measures in the mainstream. Therefore qualitative and statistical methods are being applied and stakeholders strongly involved.

The impact analysis von single state aid schemes or the complete innovation system as well as the evaluation of regional technology transfer systems is conducted by IDEUM as part of the CIP.

Based on these monitoring activities impact profiles for individual services can be derived which serve as basis for negotiations with service providers about target objectives for single services or bundle of services and the required qualification of the staff (Quality management for innovation support services).

The continuous improvement process is also benefiting from an intensive interregional exchange through learning from other European regions, import of Good Practices and the joint development of methods/tools integrated into the own innovation policy. IDEUM has an excellent network in Europe and can support your region in selection of appropriate partner regions for interregional collaboration activities.

The continuous improvement process is following the Kaizen philosophy and is applying tools like PDCA cycles (Plan – Do –Check – Act) or Balanced Scorecard (BSC).
